General Newsflash! 2
February 28, 2007.

When is a Master Roster NOT a Master Roster?

When it is posted as a “Working Roster”...........?

There have been widespread reports of Working Rosters posted which bear little or no resemblance to Master Rosters. Enquiries into the issue revealed there is a view, common among rostering staff and PN local managers that the Collective Agreement allows for wholesale changes to Masters in developing Working Rosters. We do not share this view, it undermines the concept of “Forecast Rostering” and a phone hook-up with Senior Intermodal managers was convened.

The phone hook up participants were Brian Head (PN Driver Delegate - MFT), Greg Harvey (RTBU National Office) representing the RTBU and Neill Bell (General Manager North – South Corridor) and Damien White (General Manager East – West Corridor) representing Pacific National. During the hook up we discussed the issues around this problem, and those discussions were positive. Both managers were receptive to our point of view about the intent of the rostering provisions in the Agreement and expressed the view that notwithstanding PN’s right to do so, wholesale unnecessary changes to rosters are likely to undermine the relationship building process.

PN could advise that several initiatives were underway to improve the rostering processes for Intermodal Train Crew, but some time would be needed to bed these in, such as:

The train crew rostering process will “come in house” within the new corridor structures.

Each corridor will have a central contact point for rostering issues, which individuals and/or delegates may discuss roster concerns (see contacts below), however, such issues should be discussed with your local manager/supervisor in the first instance.

1.      East-West Corridor:     Mr. Steve Gabrovec    Perth Terminal Manager

2.     North-South Corridor:  Mr. Mick O’Neil

ACTIONS WE NEED TO TAKE NOW!

These changes will need about 3-6 weeks to come into effect; in the meantime we should......

  1. Raise any rostering issues with your local manager in attempt to have them resolved.
  2. Send examples of this rostering ASAP to your local delegate or to the National Union......no names will be supplied to PN as we collate this information.
  3. Discuss locally any further Rostering Issues...so we may discuss them on our next phone hook-up with delegates.
  4. Distribute this Newsflash widely throughout your depot.

Further Information:

There are currently a number of matters delegates have sought further information / clarification on. As we work through those matters members will continued to be advised through future Newsflashes. If you have any questions or queries regarding the Agreement you should contact your local delegate, your State Branch or the National Office.
